Conducting Information Sessions in Correctional Facilities of the Republic of Tajikistan

From August 29 to September 5, 2024, the public organization “Human Rights Center” conducted a series of information sessions in correctional facilities aimed at enhancing the training of staff.
The information sessions were held at the following correctional facilities: YAS 3/4 High-Security Facility, Dushanbe, YAS 3/1 Maximum-Security Facility, Vahdat, YAS 3/2 Maximum-Security Facility, Vahdat, YAS 3/3 Maximum-Security Facility, Khujand, YAS 3/5 High-Security Facility, Khujand, YAS 3/6 Medium-Security Facility, Yavan, YAS 3/7 Facility for Law Enforcement Officers, Dushanbe, YAS 3/8 Medium/High-Security Facility, Nurek.
The topics covered during the information sessions included: the legal status of prisoners in correctional facilities, prisoners’ right to access medical care, and the rights, guarantees, and responsibilities of criminal justice system employees. These themes were aligned with international standards such as the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules), the Bangkok Rules on Women Prisoners, the Beijing Rules, and gave special consideration to the care of prisoners living with HIV.
These
events were organized within the framework of the adopted Penal Reform Strategy
of the Republic of Tajikistan for the period up to 2030, with financial support
from the Government of Switzerland in Tajikistan (SDC) and the United Nations
Democracy Fund (UNDEF).
